King Piccolo, being the concentrated evil that resided within the Nameless Namekian, is the complete antithesis of his good counterpart, Kami. His personality is defined by his cold, ruthless, sadistic, and power-hungry nature, devoid of any sense of compassion. King Piccolo is willing to go to any lengths to achieve his goals, showing no regard for the lives he destroys in the process. He exhibits a warped sense of humor, often breaking into maniacal laughter after causing death and destruction. This twisted nature is further emphasized by his creation of a holiday to celebrate his takeover, where he would destroy a city every year on its anniversary.
Despite his desire for power, King Piccolo shows no genuine interest in ruling over his subjects. After being released from the electric rice cooker by [[Emperor Pilaf|Pilaf]], he openly admits that he has no interest in ruling the planet, even though he declares himself the new king of the world. Instead of enforcing law and order, he encourages lawlessness and chaos, demonstrating his contempt for any form of governance.
