The Grand Priest (大神官 Daishinkan, meaning "Great Priest" or "High Priest"), formally known as the Grand Minister to the Omni-King(s), is an Angel who serves as a close advisor and guiding figure to both Zen'ō and Future Zen'ō. He sometimes enforces the Zenos' Divine Decrees and welcomes visitors to their palace. He is also the father of thirteen Angels, twelve of whom serve the Gods of Destruction.

Appearance[edit | edit source]

The Grand Minister is a short male Guide Angel with sky blue skin and white, slicked-back hair. He has thin, hook-shaped eyebrows and a blue halo similar to his children's, which floats above him rather than hanging around his neck. He wears a dark blue long-sleeved shirt with baggy shoulder pads beneath a red belt that bears the kanji symbol for "Grand" (大). His outfit is completed with matching jodhpur-like pants and white boots that reach up to his shins.

Personality[edit | edit source]

The Grand Minister is calm and polite, though much of his character remains mysterious and enigmatic. He is easygoing and not as strict as Zeno's Attendants. Like his children with their respective Gods of Destruction, he serves as the personal advisor and aide to Zeno, skillfully communicating with the childish supreme god to calm him down and make him listen to reason. This role makes him akin to a royal vizier.

He finds Goku's casual demeanor towards Zeno amusing and even laughed when Goku gave Zeno a nickname.

Like his children, the Grand Minister often displays a blissful indifference in most situations. He revealed the two Zenos' intention to erase all losing universes without any concern, and showed a similar lack of emotion when Universes 9 and 10 were erased, appearing indifferent to the countless deaths involved.

At the same time, he values order and proper conduct, as shown when he firmly instructed Goku to settle down and remain quiet during the opening of the exhibition match between Universe 7 and Universe 9. He demonstrated this side again when he calmed an agitated Beerus with just a stern glare, silencing him instantly. Despite this, he can also be flexible and informal; he was not bothered when Goku greeted him casually rather than kneeling like the other gods, nor by behavior that Shin considered rude. This suggests he is not arrogant, despite his immense power. The Grand Minister also seems to have a somewhat sinister side, as he was seen smiling after the erasure of Universes 9 and 10, hinting at a sadistic streak. He also possesses extensive knowledge of the universes, such as when he explained Dohyodoru to the two Zenos.

However, his seemingly heartless demeanor regarding the erasure of the universes may be a façade, as he understands the true purpose behind the Tournament of Power held by the Omni-Kings. When Android 17 wished for all erased universes to be restored, the Grand Minister was not surprised and even seemed pleased, praising Universe 7 for their strength and selfless wish. He approved of granting only a truly selfless wish, showing a strong sense of morality and honor.

Despite his casual attitude, the Grand Minister takes his duties seriously, as evidenced when he erased Merus for breaking the Angel law and imposed a penalty on Whis, Beerus, and Shin for their involvement. He also shows a level of care towards his children, admitting that he did not want to lose an Angel, even a troublemaker. This care was further evident when, after eradicating Merus for violating Angel laws, he chose to resurrect him as a mortal with a limited lifespan, still allowing him to serve as a member of the Galactic Patrol.

Little is known about the Grand Minister's past, except that he has apparently served Zeno for thousands of years. At some point, he had thirteen known children. In the anime, he is considered one of the top five fighters across all the universes, while in the manga, he is regarded as the most powerful fighter among them all.

Dragon Ball Super[edit | edit source]

"Future" Trunks Saga[edit | edit source]

The Grand Minister first meets Goku, Shin, and Whis when they arrive at Zeno's Palace, following an invitation from Zeno. He then escorts them to Zeno. While Zeno's Attendants find Goku's casual demeanor toward Zeno disrespectful, the Grand Minister chuckles, remarking to Whis that he finds Goku's friends interesting and wants to know more about them.

He later accompanies Whis, Shin, Goku, and Future Zeno to meet Present Zeno. He inquires if the meeting was Whis' idea, but Whis denies this, saying it was Goku's. Whis then invites his father to visit Universe 7, to which the Grand Minister responds that he might do so in the future.

Universe Survival Saga[edit | edit source]

The Grand Minister greets Goku when he visits Zeno's Palace using the button given to him by Zeno. The Grand Minister escorts Goku to Zeno and Future Zeno to inquire about the Universal Tournament, which Zeno had forgotten about. After both Zeno and Future Zeno agree to hold the Tournament, the Grand Minister announces he will inform the Supreme Kais of each universe about the details.

When Goku returns to Beerus' Planet, he tells Beerus and Whis that they must go to the Sacred World of the Kai, where the Grand Minister will announce the Tournament of Power's details. Upon their arrival, the Grand Minister appears through Portal Creation, prompting Beerus, Shin, Old Kai, and Kibito to bow respectfully—except for Goku and Whis, who do not bow.

The Grand Minister reads Zeno's message: "On the 3,135,500,603rd day of the King's Calendar, at the 157th hour, ten warriors from each universe shall participate in the Tournament of Power." He informs the group that the Tournament will take place in the Null Realm and warns them that each losing universe will be erased by Zeno immediately, which shocks Beerus, Shin, and the others.

Before the Tournament of Power, the Grand Minister requests a favor from Goku: since Future Zeno does not know what a Martial Arts Tournament is (having not witnessed the Tournament of Destroyers), a Zeno Expo will be held between Universe 9 and Universe 7, with three warriors from each universe competing. He asks Goku to bring three warriors to Zeno's Palace within the hour.

After Goku gathers three warriors from Universe 7, Shin takes them to Zeno's Palace, where they meet Team Universe 9. Both teams bow to the Grand Minister, who announces that he will prepare a fighting stage and spectator seats using Magic Materialization, inspired by Earth's tournaments.

During the battle between Majin Buu and Basil, the Grand Minister and the two Zenos permit underhanded tactics, explaining they will set the rules for the actual tournament later. When Beerus accuses Universe 9 of cheating, the Grand Minister glares at him, causing Beerus to back down.

After the battle, the Grand Minister explains the Tournament of Power, revealing that the participants will be from universes with weaker mortal levels. He lists the rules, stating that the losing universes, along with their Gods of Destruction and Supreme Kais, will be erased, while their Angels will be spared. He explains that Zeno had initially intended to eliminate the weaker universes regardless, but Goku's suggestion allowed them a chance at redemption.

Before the battle between Bergamo and Goku, Bergamo asks Zeno to rescind his decision if he defeats Goku. The two Zenos agree, but the Grand Minister warns Goku not to intentionally lose. Goku wins, but before the meeting concludes, Toppo challenges Goku. The Grand Minister allows the match, much to Zeno's excitement, but quickly ends it when Goku and Toppo prepare to fight at full power, advising the Zenos to save it for the tournament.

The Grand Minister announces that the Tournament will be held in the Null Realm and provides a timeline for building the arena. He begins construction and uses his crystal ball to let the Zenos monitor the fighters' progress. After completing the arena, he is praised by Zeno and receives a peppermint candy. He has the spectators Iwan, Arak, and Liquiir test the ring, stopping them when they cause damage and thanking them for revealing weak points. The Grand Minister orders the repair of the damaged areas and summons the participants, bringing Team Universe 7 to the area. Once the fighters are assembled, he explains the rules and commences the Tournament.

During the battle royale, the Grand Minister explains the fighting style of Dohyodoru from Universe 10 to the Zenos. He observes as Universe 9's fighters are eliminated by Goku and Vegeta. After Universe 9's defeat, he announces their loss, and the two Zenos erase the entire universe, sparing only their Angel, Mohito, who smiles at his universe's erasure.

As the tournament continues, the Grand Minister announces the eliminations of fighters from Universes 11, 2, and 10. When Universe 10's last warrior, Obni, fights Gohan, he provides Zeno with a device to watch Obni's fast movements in slow motion. After Obni's defeat, the Grand Minister announces Universe 10's erasure. Unlike other Angels, Kusu quietly mourns the loss of her universe.

When Goku transforms into his Ultra Instinct Sign form against Jiren, the Grand Minister watches with interest. He listens as Whis explains Goku's new power, noting that more needs to be seen to determine its full extent. At the tournament's halfway point, he changes the atmosphere's color to green. He later announces the erasures of Universes 2 and 6 after the elimination of their fighters, and the erasures of Universes 4 and 3 after Damom and Agnilasa are defeated. With only Universes 7 and 11 remaining, the Grand Minister brings the bleachers together, seating the eliminated team members, Gods of Destruction, Supreme Kais, and Angels next to each other.

After Jiren, Goku, and Frieza are eliminated, he announces Universe 11's erasure, declaring Universe 7 the winner. The Grand Minister summons Super Shenron with the Super Dragon Balls and asks Android 17, the last fighter standing, for his wish. When Android 17 wishes for the erased universes to be restored, the Grand Minister smiles briefly and grants the wish. He then reveals that the Tournament of Power was a test of mortal virtue; the Zenos intended for the winner to wish back the erased universes and would have erased all existence if a selfish wish had been made. The Grand Minister praises Team Universe 7's performance and Android 17's selfless wish before bidding them farewell.

Galactic Patrol Prisoner Saga[edit | edit source]

When Whis arrives at Zeno's Palace, the Grand Minister joins him and asks if he is seeking help regarding another disturbance involving Moro. Whis clarifies that he is there to confirm something about angel laws, specifically concerning Merus. The Grand Minister explains that he had sent Merus, an Angel trainee, to Universe 7 to broaden his perspective on the mortal world. However, Merus violated angelic laws, which require impartiality, by joining the Galactic Patrol and developing a bias on matters of right and wrong. Although the Grand Minister decides to recall Merus, Whis convinces him to allow him to handle the situation.

When Merus breaks his code during a battle with Moro, the Grand Minister, displeased, summons Beerus and Whis. He tells Whis that placing Merus under his care was a mistake. Ordinarily, an Angel who violates their code would be eradicated, but Merus is revived as a mortal due to Shin's willingness to sacrifice his life in Merus' place. As a penalty for the trouble caused, the Grand Minister assigns Shin, Beerus, and Whis the task of taking care of Zeno, giving the attendants a break.

Attacks/Techniques[edit | edit source]

  • Flight – The ability to fly with the use of ki.
  • Immortality - As an Angel, the Grand Minister can only be killed if he is "eradicated" by breaking Angel law.
  • Ultra Instinct - As an Angel, the Grand Minister is always in the Perfected Ultra Instinct state. With this ability, the Grand Minister can automatically react to any threat without needing to acknowledge it. According to Whis, the Grand Minister's Ultra Instinct is far more accurate than his own.
  • Portal Opening - The ability to create portals to warp from one realm to another realm.
  • Magic Materialization - For the exhibition match of the Tournament of Power, the Grand Minister was able to produce large fighting rings constructed from Kachi Katchin from a wave of his hand. He can also alter the nature of the constructs after they appear, as he shrunk the massive spectator stadium into a small bleacher for the remaining spectators.
  • Divination – With a crystal ball in hand, the Grand Minister can witness any event happening in any of the universes, at any time.
  • Kai Kai – Using his fellow angels as a beacon, the Grand Minister is capable of instantly transporting both the angel and any people within said angel's vicinity into where the Grand Minister is currently located. He uses it in the manga to summon all the gods into Zeno's Palace before returning them to their respective universes and later on to transport both the gods and fighters into the Null Realm.
  • Energy Shield – The Grand Minister is shown to generate one to protect himself when Iwan, Arak, and Liqueur fought in the Tournament of Power arena.
  • Eradicate - The Grand Minister possess the ability to eradicate beings from existence, as he does to any Angel who disobeys the Angel law.
  • Resurrection - The Grand Minister is capable of reviving others, even those who have been eradicated from existence.
  • Trait Removal - The Grand Minister can remove traits from beings, as displayed by how he completely removed Merus' status as a godly entity, turning him into a mortal with none of his Angel abilities.
  • Warp - Like other Angels, the Grand Minister possesses the warp ability. He utilized this ability in the Universal Conflict Saga. The Grand Minister is far faster than the likes of Whis, able to get to Earth from Zeno's palace in a very short period of time, while it would have taken Whis two days.
